docs(portals): add a release note for the refresh race fix

The PR opened as a pure refactor and carried the `no-release-note` label, but
516530098 turned it into a user-visible fix: a concurrent refresh destroyed the
parked favorites, history, hidden categories and playback positions. The gate
stayed green only because the label suppresses it, so the label comes off with
this note.
