perf(web): raise the initial-bytes baseline for the Material system tokens

Declaring the --mat-sys-* system variables adds 12,526 bytes to the global
stylesheet (311,598 -> 324,124): the color roles for both themes plus the
typography, shape, elevation and state tokens for html. The JS chunks are
unchanged by this branch. Measured with pnpm nx build web &&
pnpm run perf:initial-bytes on the rebased branch: 1,611,987 bytes.

This needs the perf-baseline-increase label from a maintainer.
