4grayandClaude Fable 5.1 d47b172852 fix(portals): the movie menu holds its start rows while a launch is pending

The external-player and Start over rows stayed enabled while a start
was resolving or a managed MPV/VLC launch still awaited Electron, where
another start is refused: selecting them closed the menu and did
nothing. Both rows are disabled during that window, as the hero's
primary action already is.
