The new library has a test target, so `check-coverage-policy` failed the Tier A job with "Coverage policy is missing projects that have a test target: shared-marketing-fixtures". Tier B rather than Tier A: the library is a fictional poster catalog, so a statement percentage over fixture data would not mean anything, and adding a Tier A project would pull it into the merged map and the ratchet that #1267 just set. Tier B still runs the spec in CI, which is the check that matters. `stalker-mock-server` needs no entry of its own — it is already Tier C, and the Tier B/C runner falls back to `pnpm nx test <project>` for any classified project that has a test target, so the new `marketing-poster-url.spec.ts` runs instead of being silently skipped. Verified with `--run-non-tier-a`: shared-marketing-fixtures 3 tests, stalker-mock-server 2 tests, both passing. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
