Plan item D1. The synthetic M3U generator gains a charset option
('latin1' default, unchanged output; 'cyrillic' with titles of identical
UTF-16 length), and a new synthetic XMLTV generator supports the same
option. charset-parse.benchmark.ts parses 50k channels (parse and
createPlaylistObject) and 50k programmes (StreamingEpgParser in 64 KiB
chunks) on latin1, cyrillic and latin1 behind a UTF-8 BOM, which forces
two-byte storage without changing content. It reports P50 wall-clock,
CPU time and inspector CPU-profile sample counts.

Every workload stays under the 1.5x threshold on Node 22 and Electron 43,
so D2 regex prefilters are not applied.
