isFrameCopyPlatformSupported() now includes win32; helper discovery looks
for iptvnator_mpv_helper.exe there (accessSync X_OK degrades to existence
on Windows, which is the right gate — no execute bit). Settings copy in
all 18 locales lists Windows. The adapter spec's reader-path expectation
is built with path.join so it also passes on Windows checkouts.
