Record the vendored-runtime TLS trait surfaced during in-app bring-up
(mpv-winbuild libmpv routes http(s) through mpv's curl backend with no CA
bundle — https streams fail TLS verification in the helper AND in the
in-process native engine, same DLL; a Windows runtime packaging concern,
not an engine one) and update the CLAUDE.md frame-copy bullet to include
Windows.
