Re-apply the draft-release rework onto the workflow restructured by
#1200 (build split into linux-embedded-mpv-runtime + build-cross-platform
+ build-linux with YAML anchors; snap publishing moved to
publish-snap.yaml): job-level concurrency on all three build jobs,
serialized never-cancelled release job, and the full compose/pr-state/
prune/release/metadata step set in create-release, preserving the new
artifact files list (incl. linux-frame-copy-runtime-sources.tar.xz).
