Subject: [PATCH] fix(website): point web app CTAs at the Docker self-hosting
 docs

The hosted PWA at iptvnator.vercel.app is paused because the free plan's
bandwidth quota is exhausted, so both "web app" CTAs led to a dead page.
Link them to docker/README.md and reword them around self-hosting.
