refactor: update global name handling in build scripts

- Replaced `toPascalCase` with `getGlobalName` in build and dev scripts to standardize global variable naming for packages.
- Added `toCamelCase` and `getGlobalName` utility functions in `utils.js` to handle naming conventions based on package type.
